Alpine Shire Council is seeking the services of suitably qualified consultants to undertake transport surveys, analysis and reporting to inform the Bright Strategic Transport Assessment project.
Bright is experiencing an increase in transport and parking pressure, as the town becomes more popular as a tourist destination and the traditional 'peak' periods spread out into quieter parts of the year. In addition, Bright is facing significant residential and commercial growth pressure and studies are currently under way to inform the future strategic direction of Bright.
Gavan Street is an arterial road (RDZ1) with a posted speed limit of 40km/h through Bright town centre, and is the main route through Bright. There is a perception that this becomes congested during peak times, with pedestrian activity, turning traffic, some heavy vehicle traffic, car parking and bicycle traffic competing for the relatively limited road space. While this reflects the vibrant nature of the town centre, it is also perceived to have negative effects on the amenity, safety and efficiency of the operation of the route.
A number of solutions have been proposed to address these perceived problems, but it is important to gather sufficient evidence to inform suitable solutions and to properly define the problem to be addressed.
For example, a new bridge at Hawthorn Lane over the Ovens River has been proposed to provide a bypass via Back Porepunkah Road. However, this may not succeed to address the key problems if:
• Most 'through' traffic is already stopping in Bright for goods or services on the way through (thereby adding to economic activity and vibrancy)
• Heavy vehicles may be destined for a location in Bright (e.g. supermarket) so may not divert via the bridge
There may be more suitable or cost-effective solutions to address the problem (e.g. changes to Gavan Street intersections), and it is important that Council is well informed as to the range of possible solutions and has evidence of how they address the problems.
The project will be divided into three separable portions as follows:
Part A: Investigation of current traffic movements
Part B: Recommendations for proposed improvements to traffic movements
Part C: Concept design and cost plan of preferred recommendation
