Alpine Shire Council are seeking a qualified Recreation Planner and team to undertake a peer review of the Sport and Active Master Plan project works completed to date (Part A of a three part project)
This peer review aims to assess the quality, accuracy, and completeness of the work done to date. The review will include the evaluation of concept designs, the priority capital works list, recommendations for changes, costing for any proposed changes, and a component to review all user group and stakeholder consultation.
The appointed consultant will also be requested to price for undertaking any changes as per the recommendations to the concept designs.
The peer review will be divided into distinct components to ensure a comprehensive assessment:
1. Concept Designs Review:
Objective:
Evaluate the feasibility, functionality, and alignment of the concept designs with the objectives of the masterplan.
Deliverables:
• A detailed report assessing the concept designs, highlighting strengths, weaknesses, and areas requiring improvement.
• Recommendations for changes or enhancements to the concept designs.
2. User Group and Stakeholder Consultation Review:
Objective:
Evaluate all user group and stakeholder consultation activities conducted to date, identify gaps or areas where consultation may be incomplete, and ensure that their feedback and needs are adequately addressed in the masterplan.
Deliverables:
• A report summarizing the user group and stakeholder consultation efforts to date.
• Identification of gaps in consultation and recommendations for addressing them.
3. Priority Capital Works List Review:
Objective: Assess the prioritization and rationale behind the proposed capital works list.
Deliverables:
• A detailed report analyzing the current priority capital works list.
• Recommendations for changes or adjustments to the prioritization of projects based on feasibility, community needs, and budget constraints.
4. Recommendations for Changes:
Objective: Identify and provide clear recommendations for changes required to enhance the quality and effectiveness of the masterplan.
Deliverables:
• A comprehensive report outlining recommendations for changes to concept designs and the priority capital works list.
• Detailed justifications for each recommendation and potential implications.
• Summary of deliverables for Part A of the Sport and Recreation master planning project (timelines and actions)
We are also inviting consultants to provide a cost associated with Section 5 of this project outlined below – this will not form part of the peer review and is a separable portion of the tender:
5. Costing for Changes:
Objective: Outline the cost in undertaking the recommended changes to concept designs and the priority capital works list.
Deliverables:
• Updated concept designs based on recommendations for each identified reserve
• Updated priority capital works list
• High level QS for each concept design
The successful consultant should also specify their capacity and timing to be able to undertake the recommended changes to all masterplans and capital works list.
