Tender Details
Alpine Shire Council is seeking the services of suitably qualified consultants to assist Council with the provision of its statutory planning services and meet its statutory planning obligations.
The Tenderer can submit for the whole scope of works or individual components of the work.
1. Statutory Planning Coordinator
Council is seeking one Statutory Planning Coordinator. Tenderers can submit to provide this service either full time hours (38 hours per week) or part time. The scope of works primarily involves coordination of the statutory planning service, planners (staff and contractors) including:
• Monitor and drive progress of all planning matters to meet legislated or agreed timelines including complaint management.
• Provide guidance to the statutory planning team on planning matters.
• Review and allocate all planning related applications to the statutory planning team.
• Process and assess complex, community interest planning related applications.
• Peer review delegate and Council reports.
• Prepare and present briefings to Council.
• Represent Council at tribunals, hearings, panels, public meetings, consultation, mediation, and other planning meetings as required.
• Identify and deliver continuous improvement initiatives to statutory planning processes, and systems
2. Statutory Planners
Council is seeking the equivalent of two full time Statutory Planners. Tenderers can submit to provide all or a component of this service either full time hours (38 hours per week) or part time.
The scope of work includes:
• processing and assessment of planning applications including plans to comply, secondary consents and extensions of time
• S173 agreements - review and assessment for approval.
• Pre-application advice and guidance to prospective applicants.
3. Planning compliance and enforcement
Council is seeking appropriately a qualified and experienced contractor to provide planning compliance and enforcement services.
The scope of works includes:
• Investigating complaints and breaches of the Scheme, planning permits and conditions.
• Recommending appropriate enforcement action.
• Undertaking enforcement action as agreed to by Council,
• Gathering evidence and preparing briefs to support enforcement action.
• Providing advice to the community on enforcement processes.
