The Alpine Planning Scheme Review endorsed in 2023 noted the requirement for a review of the existing local heritage policy and the application of the Heritage Overlay in the Alpine Planning Scheme, as well as the need to undertake a heritage gap analysis to identify existing places that do not have a place citation report, and to update and address any gaps found.
Amongst other things, this review will seek to prepare or review place citation reports for 65 individual places included in the Heritage Overlay that were identified pre-amalgamation of local government areas, to review the curtilage of the Heritage Overlay and the additional heritage controls in the Schedule to the Heritage Overlay at Clause 43.01 for each place, to review the existing place citation report for the only heritage precinct in the planning scheme and to review existing place citation reports for places identified in the Alpine Shire Heritage Study 2008, which were removed post-exhibition from Amendment C39 that sought to give effect to the findings of the study.
The remainder of places in the Heritage Overlay have a place citation report that was included in the adopted Alpine Shire Heritage Study 2008. The majority of the places identified in this study were implemented via Amendment C39 in 2016. 19 places were removed from the amendment post-exhibition. It was considered that this would allow time for further investigations to take place and then be subject to a second planning scheme amendment. Of these 19 places, 17 places require review.
There are three main tasks:
1. for each of the 65 places missing a place citation report / statement of significance:
• prepare a place citation report including statements of significance to determine the significance;
• review the curtilage or the application of the Heritage Overlay to ensure compliance with Planning Practice Note 1: Applying the Heritage Overlay (PPN01); and
• review the additional heritage controls in the Schedule to the Heritage Overlay at Clause 43.01 to ensure compliance with PPN01.
2. Regarding the Wandiligong Heritage Precinct (HO83):
• review the place citation report and prepare a statement of significance;
• review the extent of the curtilage of the place;
• review the additional heritage controls in the Schedule to the Heritage Overlay at Clause 43.01 to ensure compliance with PPN01; and
• identify the contributory places within the precinct.
3. Regarding those 17 places that were removed post-exhibition from Amendment C51:
• undertake a site visit;
• review and update, as necessary, the place citation report;
• identify an appropriate curtilage of the place; and
• identify appropriate additional heritage controls in the Schedule to the Heritage Overlay at Clause 43.01 to ensure compliance with PPN01 for the place.
