1. Purpose
The purpose of the Neighbourhood Character Study and Design Guidelines is to comprehensively understand, document, and articulate the distinctive qualities and features that contribute to the unique identity and atmosphere of different townships within the municipality.
Alpine Shire Council (Council) is seeking a suitably qualified consultant to undertake the neighbourhood character study and to prepare design guidelines for three townships within Alpine Shire: Mounty Beauty / Tawonga South, Myrtleford and Porepunkah.
2. Project Overview
This work serves several key purposes:
Preservation of Local Identity:
• Identify and preserve the unique historical, cultural, architectural, and landscape elements that contribute to the character of each township/neighbourhood.
• Ensure that development and changes are sensitive to the distinctiveness of each area, preserving the overall identity of the municipality.
Guidance for Development:
• Provide a framework and set of guidelines for future development, ensuring that new constructions and alterations align with the established character of each township/neighbourhood.
• Guide architects, planners, and developers in creating developments that are contextually appropriate and contribute positively to the overall character.
Community Engagement:
• Engage the local community in discussions about the desired character of their township/neighbourhoods.
• Encourage community input in the decision-making process related to planning, design, and development to ensure that the aspirations of residents are considered.
Policy Development:
• Form the basis for the development of planning policies and controls that support and enhance the unique character of each township/neighbourhood.
• Help Council in establishing appropriate planning controls and design standards that reflect the diversity and preferences of different areas.
Strategic Planning:
• Support the municipality in strategic planning efforts by providing a comprehensive understanding of the existing character and how it aligns with broader planning goals.
• Assist in making informed decisions regarding land use, infrastructure, and open space planning that respect and enhance the neighbourhood character.
Promotion of Sustainability:
• Consider the sustainability of the neighbourhood character by promoting environmentally friendly design, efficient land use, and community resilience.
• Encourage the use of local materials and architectural styles that harmonise with the natural and built environment.
Public Open Space Enhancement:
• Enhance the quality of public spaces and streetscapes to create vibrant, walkable, and aesthetically pleasing neighbourhoods.
• Support the creation of cohesive and well-designed public spaces that contribute positively to the overall character.
By conducting a neighbourhood character assessment for Mounty Beauty / Tawonga South, Myrtleford and Porepunkah, Council will aim to strike a balance between growth and preservation, fostering a sense of place and community identity while accommodating necessary development and change.
