Tender Details
Purpose:
With the imminent conclusion of the National Road Safety Strategy 2011–2020, Austroads is seeking a suitably qualified respondent to produce evidence-based road trauma modelling to support the development of a successor national road safety strategy.

Deliverables:
Phase 1:
• An agreed project plan showing key milestones, deliverables, dates and risks for both phase one and two.
• A Research Report summarising and presenting future road safety baseline modelling to include:
o Future trends in road trauma, with regard to both fatalities and serious injuries. Ideally due to of the higher rates of fatalities on regional roads and higher serious injuries on urban roads, it is desirable that trauma is examined at a macro regional and urban level;
o Macro level economic, social, demographic, technological and environmental factors as they may relate to road safety and an indication of the scale of impact contributing to the baseline (to understand the precision of forecasting the baseline model);
o Current planned and future investment in countermeasures and predicted characteristics of the nation’s road network;
o Consider relevant outputs from modelling conducted by jurisdictions in development current and planned state level road safety strategies;
o Annexes that detail assumptions, inputs and data used in generating predicted trauma levels for both serious injuries and fatalities.
• Presentation of baseline modelling to key decision makers and state representatives.
Phase 2:
• A Research Report including:
o The impact of countermeasures and suites of countermeasures on the trauma baseline and road network,
o The likely impact of changes to government policy or any future policy measures that may affect trauma levels;
o Consideration of short to medium term disruptions that may impact road safety and the likely effect on the baseline they may have; and
o The discussion and presentation of ‘scenarios’ based on the above modelling considerations;
o Annexes detailing assumptions, inputs and data used in generating scenarios and associated countermeasures.
• A summary document detailing high level findings and recommendations from the research report.
• Presentation of the modelling and scenarios to key decision makers and state representatives.
• An interface, tool or application that allows end users to interact with modelling and vary inputs, assumptions and see resulting outputs effects on the future trauma levels and countermeasure scenarios. This interface, tool or application will need to include a user guide and documentation to support the end users. While the ultimate customer is to be decided, it is expected that the respondent suggest a suitable solution regarding any intellectual property transfer that may be required (e.g. General Public Licence).
