The Australian Transport Assessment and Planning (ATAP) Guidelines (the Guidelines) provide a comprehensive framework for planning, assessing and developing transport systems and related initiatives.
The Guidelines are a key component of the processes that seek to ensure proposals to improve transport systems in Australia achieve jurisdictional objectives, provide maximum net benefit to the community and represent value for money. Users of the Guidelines include government departments and agencies, private firms, individuals, industry bodies and consultants.
The Guidelines are published by the Transport and Infrastructure Council.
The work to maintain and develop the Guidelines is coordinated by the ATAP Steering Committee (ATAP SC), a committee of expert representatives from each Australian jurisdiction, Austroads, Infrastructure Australia, and the New Zealand Government.
Austroads Ltd contracts work on behalf of the ATAP Steering Committee.

This consultancy involves ATAP Part PV5 Environmental Parameter Values (https://www.atap.gov.au/parameter-values/environment/index).
Background
• Environmental parameter values are required by practitioners to undertake appraisals of urban and rural transport projects and policies.
• For the last 20 years, Austroads have published environmental parameter values for use by Australian practitioners. From 2000 to 2012 they were published in Part 4 of the Austroads Guide to Project Evaluation and updated periodically (Austroads 2000, 2004, 2008, 2012).
• In 2014, a major update of the environmental parameters in Austroads 2012 was reported in Austroads 2014.
• Since 2014, the responsibility for updating environmental parameter values has shifted from Austroads to the ATAP Guidelines.
• In 2005, the ATAP Guidelines (under its previous name NGTSM) also published environmental parameter values (NGTSM 2006), but have been superseded by the latter Austroads reports.
Deliverables
Documents produced for the ATAP Guidelines are of several types (see ATAP Instructions to Authors): Scoping reports; Guidance; Technical reports; Research reports.
The deliverables here will consist of:
58: An ATAP Guidance document
57: An ATAP Scoping report.
For each work item, the consultant will provide a draft report and subsequently, a final report after receiving comments from the client and from public consultation.
Item #58: Environmental parameter values — multi-modal update
Purpose
Building on the existing PV5 coverage outlined in section A1 above (impact type, location and mode), the purpose of this work item is to expand and update PV5 to ensure that it covers:
• All modes
• All energy types.
Deliverables
The deliverable will be an updated ATAP Part PV5 consisting of:
• An update of the ATAP PV5 Guidance text (building on the outcome of pending ATAP work item 35)
• As required, an ATAP Technical Report supporting the guidance
• Fully documented databases, sources, methodologies, plus protocols and procedures for future updating.
Supporting documentation should be given that is: complete, transparent, and easy-to-follow and understand, including:
• the sources of data and methodologies
• suitable explanations of the methodologies and models
• supporting technical details
Item #57: Environmental parameter values based on Australian data – Scoping Study
Purpose
As discussed in A1, a range of previous reports are the basis for environmental parameter values currently referred to in PV5. The parameter values in all those reports are based on overseas data and research and converted into $AUD.
The ATAP Steering Committee is interested in the possibility of, in future, making greater use of Australian data for estimating environmental parameter values for use in the appraisal of transport initiatives. The purpose is to produce:
• ATAP Part PV5, where possible, based on Australian data
• With clear supporting documentation including: the sources of data and methodologies; suitable explanations of the methodologies and models; and any supporting technical details.
This is envisaged to occur in a potential three-phase process. The first step in that process is a scoping study — the specific focus of work item #57 in this consultancy.
Outlined below are details of all three phases. Even though only phase 1 will proceed now, providing details of all three inter-linked phases provides the necessary context for the scoping study. At this stage, there are no commitments to any future phases. Decisions on whether to proceed to phases 2 and 3 will depend on various factors, including the outcomes of phase 1.
Deliverables
The deliverable for Stage 1 is an ATAP Scoping Report to inform decisions for the three-phase process.
The ultimate deliverables of the three-phase process would be an updated ATAP Part PV5 consisting of:
• ATAP Guidance text
• ATAP Research and Technical Reports supporting the guidance
• Fully documented databases, sources, methodologies, plus protocols and procedures for future updating
• Project Webinar(s).
Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
