Purpose:
The purpose of this project is to:
1. Set a clear plan for changes to the Austroads Guide to Traffic Management (AGTM) so that the Guide provides leadership and national consistency in best practice Transport Network Operations approaches that meet changing and emerging priorities and needs
2. Ensure the AGTM can continue to and beyond 2030 as a relevant critical resource for member agencies and the industry
Deliverables:
This strategic review is expected to produce the following deliverables:
▪ Phase 1:
○ project plan
▪ Phase 2:
○ finalised internal report to document the strengths and weaknesses of the current AGTM
○ finalised internal report to document the opportunities and threats to achieving the purpose of a new generation AGTM
○ supporting internal presentation
▪ Phase 3:
○ finalised internal report that sets out an updated statement of purpose and objectives for the AGTM,
○ finalised internal report that sets out the changes needed to transition from the current AGTM to a new generation AGTM that delivers upon the proposed new purpose and objectives
○ supporting internal presentation
○ input to a board approval process
▪ Phase 4:
○ finalised internal report setting out an implementation plan for the recommended changes
− project proposal content suitable for feeding into the multi-year definition of the Transport Network Operations Program
○ supporting internal presentation
▪ Phase 5:
○ finalised research report that provides a brief summary of the recommendations for the AGTM and the basis for those recommendations
○ input to a short video made by Austroads
○ input to an infographic made by Austroads
○ webinar
▪ Project management activities:
○ suitable project management and control documents

Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.

All submissions are to include a statement as to how the respondent proposes to undertake the work, and keep to the agreed deadlines, given the current and proposed requirements and restrictions due to COVID-19.
