The Australian Transport Assessment and Planning (ATAP) Guidelines Steering Committee is seeking submissions for provision of a National Survey and associated statistical analysis to estimate values for car drivers’ and passengers’ Willingness-to-Pay (WTP) for improvements in travel time, reliability and safety.
The WTP National Survey will result in car drivers’ and passengers’ WTP values for use in appraisals of transport infrastructure and regulatory initiatives and in transport modelling to forecast demand responses to charges, in particular, toll road patronage. The study covers the values of time savings, reliability measured as the standard deviation of trip time, and safety measured as the risk of five crash severity levels — fatality, incapacitating injury, major injury, minor injury and property damage only.
A draft survey instrument has already been designed and pilot tested, but further development is expected to be necessary.
A Project Working Group has been established to oversee this project on behalf of the ATAP Steering Committee. Austroads is providing procurement and contract management on behalf of the ATAP Steering Committee for this project.
