Tender Details
PURPOSE:
The dual purpose of this project is to:
• Support the development of the Austroads member agencies’ capabilities in Multimodal Incident Management (MMIM); and
• Inform an agreed way forward for development and management of the National ITS Architecture.

SCOPE:
The scope of this project is to:
• Develop a comprehensive and future-looking definition of MMIM;
• Capture member agencies’ capabilities, practices and solutions currently used for MMIM;
• Define principles and (a generic) desired target state(s) for MMIM;
• Identity and agree priority focus areas for architecture development for MMIM;
• Develop reference architecture content for MMIM, with supporting guidance to enable the member agencies to use the reference architecture and develop their agency architectures; and
• Capture lessons learned from the use of the National ITS Architecture Framework for MMIM and inform consideration of a way forward for National ITS Architecture.
The scope of this project will remain focused on road-based transport modes and their interfaces with other non-road-based modes within the urban context (as opposed to regional / remote operations).

DELIVERABLES:
This project will produce the following deliverables:
1. Project plan (Phase 1)
2. Research Report on Multimodal Incident Management (Phases 2 and 3)
3. Internal working paper on priorities for architecture development for Multimodal Incident Management (Phase 4)
4. Architecture content and supporting guidelines for Multimodal Incident Management (Phase 5)
5. Internal working paper on lessons learned and ways forward for National ITS Architecture development (Phase 6)
6. Publishable form of architecture content and supporting guidelines for Multimodal Incident Management, complemented by discussion of priorities for architecture development for Multimodal Incident Management and lessons learned and ways forward for National ITS Architecture development (Phase 7)
In producing the deliverables, the Consultant must allow for consultation, workshops, meetings, interviews, reviews of project outputs, publishing, and dissemination of deliverables via webinars. It is also expected that appropriate time is provided for inputs, reviews and other stakeholder consultation as follows:
• Two to three weeks for review by the PWG at submission of major interim deliverables (Phases 2 and 5)
• Two weeks for review by the Austroads Network Task Force at submission of final draft deliverables (in Phases 3 and 7)
• Two weeks for Board approval to publish (in Phases 3 and 7)
• Six weeks for Austroads publication from Board approval to publish (in Phases 3 and 7)
• Six to ten weeks for project webinar from approval to publish (in Phases 3 and 7)
• Adequate time for the Consultant to respond to issues raised by the reviews and amend the reports and outputs as appropriate (generally one or two weeks).

Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.

All submissions are to be submitted as a PDF at a maximum size of 10MB.
