Purpose:
The purpose of this project is to develop harmonised best practice road design requirements to provide for modern and emerging large freight vehicles, while ensuring safety and sustainability of networks and infrastructure.
We envisage that this project will help us achieve several key outcomes including:
• Clear understanding of modern freight’s design requirements
• Clear understanding of current guidance and knowledge gaps
• Evidenced recommendations which aid road designers in explaining consequences of design decisions
• Clear understanding of modern freight opportunities, and the impact on design requirements
• Nationally harmonised, consistent, and authoritative guidance.
Deliverables:
Phase 1
Deliverable:
• Project Inception Workshop with the Project Control Group (PCG), Austroads’ Project Manager (PM) and approval by Austroads’ Transport Network Operations Program Manager (TNOPM)
• A project plan that defines all project tasks, resources, deliverables, agreed target dates, project risk and opportunity assessment, and industry stakeholder consultation plan.
The finalised project plan requires endorsement by Austroads’ PM and approval by Austroads’ TNOPM.
Phase 2:
The consultant will document the results of Phase 2 in a draft research report for review by Austroads’ PM and approval by Austroads’ TNOPM before being provided to PCG members as an input into Phase 3.
The finalised research report requires endorsement by Austroads’ PM and approval by Austroads’ TNOPM.
Phase3:
Recommended changes to relevant Austroads guides – Internal Report
The consultant will develop an Austroads internal report which presents a clear summary of the research and analysis, and contextualises the changes recommended to relevant Austroads guides including the AGRD, the AGTM and the AGRS.
The Austroads internal report will map the current content and functions of the AGRD/AGTM/AGRS and other relevant Austroads products (issues papers, research reports, internal reports, etc.) to the recommended revised structure of the guides.
The Internal Report will include as an appendix, all recommended changes to the AGRD, the AGTM and AGRS.
All tenderers are required to submit a “research data management plan,” as per Appendix A, and the successful tenderer will be required to:
• finalise and incorporate their data management plan into their project plan (the final data management plan requires endorsement by Austroads’ PM and approval by Austroads’ TNOPM)
• to regularly review and report on their data management plan, data quality assurance, data output and the metadata (the review and reporting intervals will be proposed by the tenderer and will be approved by Austroads’ PM).
Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
