Purpose/Objective:

The purpose of this project is to research current practices relating to the use of Intersection Speed Zones (ISZ) or comparable systems within Austroads member jurisdictions as well as internationally, and to develop a comprehensive set of best practice guidance for planning, design, and implementation of ISZs.

ISZs are a non-transformational road safety treatment used at uncontrolled and priority-controlled intersections on high-speed roads1, aimed at minimising harm from side impact and merge type (turning vehicle vs. vehicle travelling in the same direction) crashes.

ISZ work by detecting vehicles approaching from a side road (and in some instances those slowing down on the major road to tun right to a minor road) through a radar or an inground sensor system. The system then uses variable speed limit signs to deploy a lower speed limit for vehicles on the major road. This treatment is variously termed Side Road Activated Speeds (SRAS), Rural Intersection Activated Warning System (RIAWS) and Rural Junction Activated Warning System (RJAWS) across different Austroads member agencies.

Deliverables:

This project will produce the following final deliverables:
• A design and implementation Guide for Intersection Speed Zones
• A research report which documents the approach to preparing the Guide
• A non-published, internal Austroads technical note which identifies where other parts of the Austroads Guidance may need to be reviewed to respond to the new Guide
• Data Management plan and completed metadata spreadsheet
• A webinar

Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
