Purpose:
To review and evaluate:
1. all aspects (policy, operational, governance and content) of heavy vehicle driver training and assessment in Australia;
2. the effectiveness of the National Heavy Vehicle Driver Competency Framework (the Framework) and all other heavy vehicle driver training models/schemes utilised in each Australian jurisdiction; and
3. the value and adequacy of the capabilities, competencies and qualifications required of heavy vehicle drivers and heavy vehicle trainers in each Australian jurisdiction.
Deliverables:
This project is expected to produce 2 separate reports one for each phase which comprehensively addresses the scope of the phase. The report/s will outline the heavy vehicle driver training and assessment landscape in Australia, the training delivery methods adopted by each jurisdiction and the effectiveness, linked to safety outcomes, of heavy vehicle competency based training outcomes in Australia. The report will give Austroads the relevant information it needs to make informed decisions in moving forward on the Framework and heavy vehicle driver training in the future. It will identify issues and make suggestions for improvement and include recommendations for consideration. An oral presentation will also be given to Austroads and or the Registration and Licensing Taskforce.
