Purpose:
This project will develop and recommend consistent and commonly agreed performance indicators and metrics covering all road users and transport modes and that can be used between all Austroads members for urban road-based transport performance measurement.
The project will review current ANZ practice in urban road-based transport performance measurement, review the current use of Austroads National Performance Indicators (NPIs) and investigate international best practice in performance measurement of road-based transport operations to support the definition of consistent and commonly agreed performance indicators and metrics.
Deliverables:
This project is expected to produce the following deliverables:
1. A report that identifies the urban road-based transport performance metrics (with consideration of all road-based transport modes and stakeholders and with consideration of both efficiency and safety performance criteria) used internationally, captures the performance metrics that are currently used or considered by the member organisations, summarises each member agencies existing performance measurement techniques including description of their performance reporting systems and gap analysis in these systems
2. Recommendation of consistent and commonly agreed performance metrics that can be used between all Austroads members and most applicable data capture techniques for performance measurements. Recommendation is to consider ease of integration into existing systems and effectiveness of the performance measurement.
3. Review of the existing Austroads NPIs in the context of this recommendation, including recommendation on how the Austroads NPI's uptake by member agencies can be improved.
4. A dissemination webinar.
All recommendations provided by the selected Consultant as part of the project are required to be accompanied at a minimum by a high-level qualitative assessment of costs and efforts that would be incurred by the Austroads members for their implementation. Jurisdictions impact will be discussed and assessed collaboratively throughout the project between the Project manager, the Project Working Group and the selected Consultant.
All data / datasets captured and /or generated as part of the project form part of the project outputs that the selected Consultant is responsible to deliver to Austroads. Direction regarding the expected output format of the data / datasets will be sought by the Consultant during the project through the Austroads Project Manager.
Also included as part of this tender is a copy of our Consultancy Agreement outlining our Terms and Conditions.
