NOTE: THIS REQUEST FOR TENDER RELATES ONLY TO STREAMS 2 AND 3 DESCRIBED IN THE CONSULTANCY BRIEF. DETAILS OF STREAM 1 HAVE BEEN INCLUDED FOR INFORMATION ONLY AS IT IS BEING UNDERTAKEN INDEPENDENTLY TO THIS TENDER.
The Australian Transport Assessment and Planning (ATAP) Guidelines (the Guidelines) provide a comprehensive framework for planning, assessing and developing transport systems and related initiatives.
The Guidelines are a key component of the processes that seek to ensure proposals to improve transport systems in Australia achieve jurisdictional objectives, provide maximum net benefit to the community and represent value for money. Users of the Guidelines include government departments and agencies, private firms, individuals, industry bodies and consultants.
The Guidelines are published by the Transport and Infrastructure Council.
The work to maintain and develop the Guidelines is coordinated by the ATAP Steering Committee (ATAP SC), a committee of expert representatives from each Australian jurisdiction, Austroads, Infrastructure Australia, and the New Zealand Government.
Austroads Ltd contracts work on behalf of the ATAP Steering Committee.

Purpose
The purpose / objective of the project is to produce:
• An updated version of ATAP Part PV2 providing updated parameters for both rural and urban operations, and some improvements
• With significantly improved supporting documentation that is complete, transparent, easy to follow and understand, including: the sources of methodologies and data; suitable explanations of the methodologies and models; and any supporting technical details
• For publication on the ATAP Website (http://atap.gov.au).
Deliverables
The deliverables will be an updated Part PV2 consisting of:
• ATAP PV2 Guidance document
• ATAP Technical and Research Report(s) supporting the guidance (as required)
• Excel database of all data inputs used to produce the Tables and other numbers produced in the reports, suitably established to ensure easy future updating
For each output, the consultant will provide a draft output, and subsequently a final output after receiving comments from the client and from public consultation.
Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
The naming convention for submissions is: [your Company name] – [Project No.] – [any internal reference numbers].
All submissions are to include a statement as to how the respondent proposes to undertake the work, and keep to the agreed deadlines, given the current and proposed requirements and restrictions due to COVID-19.
