Purpose:
The purpose of this project is to review and define the role, directions and priorities of the Austroads Freight sub-program within the Transport Network Operations program.
Scope:
The project will:
• Consider past and current Austroads freight-related research and guidance, and other national / jurisdictional plans, strategies, and initiatives of relevance
• Consult and workshop with representatives of Austroads member agencies and other key stakeholders to capture their needs, aspirations, and priorities
• Define the Freight sub-program vision, purpose and objectives
• Develop a forward plan for the Freight sub-program research, including development of applications and services where relevant, to meet the agreed Freight sub-program vision, purpose and objectives
• Propose a structure for a future Austroads guide to allow for past, current and future Austroads research to be organised in an enduring format that practitioners can use and derive practical and operational value from.
The scope of the Freight sub-program and therefore this project, covers:
• all road types under the management of Austroads member agencies,
• all heavy vehicle types, including PBS and OSOM vehicles, and
• all business functions undertaken by Austroads member agencies in the context of road freight management, planning and operations
The Freight sub-program delivers on 3 broad categories of research:
• Technical research that supports / informs policy decisions (e.g. projects NEF6116 on Exploration of Heavy Freight Vehicle Dimensions and NEF6184 on Options for managing the impacts of aged heavy vehicles)
• Development of guidelines to be used in operations by road managers and to provide a level of national consistency and best practice (e.g. project NEF6209 on Decision making framework and tools for road freight access decisions)
• Future-looking research to assess and understand changes that impact road freight and therefore (may) impact the role of the road managers especially (e.g. emerging transport options, technology and data opportunities).
Deliverables:
This project is expected to produce the following deliverables:
• Internal Report developed and reviewed progressively through the course of the project
• Brief summary produced in Phase 3 and that can be used by Austroads to inform and communicate externally on the Freight sub-program vision / purpose, objectives, areas and type of research and guidance, and priorities
• Draft of the first / introductory part of the future Guide
• Draft Austroads project proposals
• Suitable project management and control documents
All deliverables must adhere to the Austroads’ Instructions for Authors of Austroads Publications. The Austroads Communications team can provide additional direction and potential support on request to the Austroads PM.
Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
