Purpose:
The purpose of this project is to confirm the rationale, define and evaluate options for a National Heavy Vehicle Access Assessment System that improves on network access transparency and certainty for PBS, other heavy vehicles, and oversize/over- mass (OSOM) vehicle classes.
While the precise form a National Heavy Vehicle Access Assessment System will be further defined as part of the project, the term currently represents the following:
• A system that provides a platform to facilitate and support the heavy vehicle access assessment role road managers perform under the Heavy Vehicle National Law.
• An interface and system that connects vehicle inputs, data for the infrastructure and the analysis tools to make the assessment.
• A system that automates access decisions and provided in a transparent way and in real-time.
Deliverables
Phase One
A project plan that defines all project tasks, resources, deliverables, agreed target dates, project risk and opportunity assessment, and industry stakeholder consultation plan.
It is anticipated that the draft plan will be delivered within two weeks, with a further one week for review and finalisation. The finalised project plan requires endorsement by Austroads’ Project Manager (PM) and approval by Austroads’ Transport Network Operations Program Manager (TNOPM).
Phase Two
The consultant will document a Problem Definition in a draft research report for review by Austroads’ Project Manager (PM) and Austroads’ Transport Network Operations Program Manager (TNOPM) before being provided to PWG members as an input into Phase 2.
This review constitutes a hold point in the project to ensure that the PWG support pursing Strategic Options Analysis in Phase 3.
It is anticipated that the first phase will be completed within 4 weeks (after completion of the first phase), with a further 2 weeks for review and finalisation.
Phase Three
A Strategic Options Report will be drafted that:
• Summarise the strategic options available to address the defined problem (including identifying non-viable options and identifying existing concepts / systems that may not constitute actual options but should be considered as partial inputs to option(s)).
• Discuss the likely level of benefits from the different strategic options being considered and document key assumptions.
• Explain the impact of broader organisational and regulatory context, and any other factors or dependencies
• Discuss the general direction of benefits for different stakeholder types of the different options
• Clearly outline how existing and previously projects similar to NHVAAS are likely to support key options and influence work plans and development requirements
• Captures the NHVAAS Investment Logic Map
• Recommend options to be shortlisted for detailed cost benefit analysis
Phase Four
The consultant will finalise the research report by incorporating the outputs of this phase, namely the detailed cost benefit analysis, specification documentation and implementation pathways for the recommended NHVAAS option.
Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
