PURPOSE:
The purpose of this project is to reduce the negative impacts of third-party assets on the successful delivery of road infrastructure projects across Australia.
Roads are increasingly congested with third party assets, many of which provide public services which are impacted by road projects. The quality of information on sub-surface assets is known to be poor, creating a legacy of information deficits when planning and designing road upgrades, and increased likelihood of project delays and contractual claims. This is particularly prevalent within the brownfields of metropolitan areas of major cities.
The project will improve practice for road transport and traffic agencies to better manage the impact of third-party assets on delivering major road and rail infrastructure projects across Australia.
An assessment of the full impact of third-party works in road projects (particularly utilities) will provide an evidence-base to substantiate issues, highlight areas for change, and identify practical solutions to reduce costs and improve efficiency when managing third-party assets.
SCOPE:
The scope of the project includes an examination of the current state of play of the impact of third party assets (e.g. utility owners and operators) on the successful delivery of major road and rail infrastructure projects across Australia. This project is expected to identify data collection requirements so that an effective, evidence-based strategy and action plan can be formed. The project will include the identification of barriers (if any) and highlight areas where a change is required to improve the efficient delivery of major infrastructure projects across the jurisdictions.
