PURPOSE:
The purpose of this project is to assist transport agencies in Australia and New Zealand to deliver and operate their assets more effectively through obtaining better value and consistency in the application of Digital Engineering (DE).
SCOPE:
The project will develop a new Austroads Guide to Digital Engineering to provide transport agencies with consistent guidance to develop organisation level DE objectives and effectively and consistently implement DE. Extensive consultation with stakeholders is required to develop the Guide.
Given the broad range of DE applications, the Guide will focus on specific areas for delivery and asset management of DE development and implementation only:
• Defining the issue
• Challenges and opportunities
• Types of benefits DE will deliver
• Stakeholder engagement including end users
• Organisation objectives
• Intitiating a DE organisation roadmap
• DE Business Case
• Internal communications
• Value method
• Key areas of consistency
• Essential basics of BIM/DE for project managers.
Extensive detail on DE areas of digital twin, classification systems, and processes such as 5D is not in the scope of this Guide. As valuable processes, information could be included only at a broad level. It is anticipated that any future work following this project should include comprehensive detail on these DE areas.
The Guide will include a clear statement on the application and benefits/value of Building Information Management (BIM) and step-by-step guidance on how to develop and implement a DE strategy. This will support transport agency senior executives to build a compelling case for BIM implementation ahead of designing a mobilisation program and provide clear specific transport examples in implementing and delivering DE on transport projects.
The Guide will be consistent with ISO 19650 “Organization and digitization of information about buildings and civil engineering works, including building information modelling”
Information in the Guide will provide consistent technical guidance to support the specific nature of transport DE project delivery and implementation. It will provide guidance to technical staff to help deliver a specific (and nationally consistent) approach to achieve better value in the implementation of DE on projects. The information will be provided in a way that is agnostic and useful for all transport modes, given the multimodal nature of transport agencies.
DELIVERABLES:
This project will produce the following final deliverables:
• New Austroads Guide to Digital Engineering
• A Webinar.
Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
