PURPOSE:
The purpose of this project is to deliver best practice guidance on the planning processes for cycling and micromobility infrastructure and environments, incorporating movement and place principles.
SCOPE:
This project will require consultants to:
• Analyse the evolving needs of cyclists and micromoiblity users, including the need to share corridors, road space, verge space and infrastructure
• Review national and international experience and innovations to help define best practice. This includes lessons learnt from recent government responses to rapidly delivering cycling infrastructure
• Consult with subject matter experts, both government and non-government, to collectively define best practice in providing infrastructure and operations for safe cycling and micromobility users.
• Provide advice which is sufficiently flexible to be applicable depending on the regulatory context of each jurisdiction
• Review and update the guidance on cycling planning contained in the Austroads Guide to Traffic Management (AGTM). This will incorporate case studies and include guidance on:
o developing network-wide cycling and micromobility strategies and plans with consideration of movement and place principles
o coordinating the delivery of cycling and micromobility infrastructure, including coordination with local authorities and major infrastructure projects
o selecting best practice treatments for applications at signalised / unsignalised intersections, roundabouts, interchanges, mid-block, end of trip facilities and interfaces with public transport
o selecting best practice treatments for cycling and micromobility users to access local destinations, enabling use for retail, school and other local trips
• Reference recommendations which could be used to inform future revisions of the Austroads Guide to Road Design.
Austroads will provide some assistance with consultation with member agencies, such as access to forums including the Network Task Force and the Road Design Task Force (and their supporting Technical Reference Groups). Austroads will also provide some of the relevant documentary inputs, such as recent Austroads research reports.
DELIVERABLES:
This strategic review is expected to produce the following deliverables:
• Phase 1: Inception and planning
○ Project Plan – including Stakeholder Engagement Plan and Data Management Plan
• Phase 2: Context, current state and opportunities
○ Literature review chapter
○ Consultation summary chapter
• Phase 3: Improving the guidance
○ Finalised internal report that sets out the current situation for members, and the opportunities for improved guidance.
○ The report will include mapping of all recommended changes to AGTM based on the review
○ Input to a board approval process
• Phase 4: Reporting the results
○ Finalised research report that provides a summary of the recommendations for the AGTM and the basis for those recommendations
○ Webinar
• Project management activities:
○ Suitable project management and control documents including project data with populated metadata spreadsheet and stakeholder engagement plan
Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
