The purpose of this project is to develop a framework that will:
1. provide guidance to road managers and investors to assess, measure and report the contribution that network assets make to service levels; and
2. Build understanding of the strategic value of maintenance and asset renewal investment, compared to investment in asset enhancement or new assets, in order to better manage competing requirements and achieve required service outcomes.
