Purpose:
The project seeks to recommend the best way forward for jurisdictions to avoid a future scenario where there is a need for users and license issuers to maintain a hard copy card license system for interstate travel and to duplicate a digital license.
Deliverables:
1. STAGE 1 - Produce an Austroads Research Report which will identify and document the existing situation, the risks, the mitigation options and the recommended best course of action. This will be carried out through:
a) the undertaking of initial desktop evaluation of end-to-end processes for licenses used by stakeholders;
b) an evaluation of the strengths and weaknesses of solution options;
c) production of a recommended option;
d) confirmation (or otherwise) of the benefits of, and supporting arguments for, pursuing an option, and justifying proceeding to Stage 2.
2. Production of all necessary papers for the RLTF to review and approve in order to proceed to the next stage (Hold Point - RLTF Approval).
3. Develop the Project Brief for Stage 2 (depending on the R&L Task Force decision).
By lodging a response to this Tender, the Respondent acknowledges the
Agreement Terms of Conditions with Austroads (see attached Consultancy Agreement).
