Tender Details
The project will investigate if there is a consistent, appropriate and easy to use way to classify, measure and value the place function within road and street corridors, and their adjacent land use to inform transport planning, design and investment decision making.
To address the above issues we need to produce:
• A report detailing international best practice for classifying, defining, measuring and valuing the 'place' function of roads, streets and surrounding land use. This should include but is not limited to a review of current movement and place (or similar) frameworks. The report should include an evaluation of the tools' applicability to the Australia and New Zealand contexts, including an assessment of how consistent they are with conventional transport economics and frameworks, and their ease of adoption into economic evaluation and delivering quality design advice. The report should also highlight any current tools or metrics that are particularly contributing to reduced 'place' outcomes for towns and cities.
• Case studies of six Australasian projects that have attempted to classify, value and measure place function including a comparative assessment of how well they supported an appropriate result.
• Recommendations for integrating best practice place function classifications, valuing tools and metrics into existing transport planning and investment strategies and tools.
• A set of recommended 'place' metrics that are easy to use and intuitive that apply at a street or block level. These should be granular enough to demonstrate the difference before/after an improvement and including feasible data collection processes.
• A recommended classification/metric system or approach for the 'place function' that can be used at a network level for Movement and Place frameworks and to track progress on strategic 'liveability' outcomes for the transport system.
• A summarised PowerPoint style report for easier communication of research findings. Which will be presented as a webinar
• Some recommendations for training and information dissemination.
