Tender Details
The Australian Transport Assessment and Planning (ATAP) Guidelines (the Guidelines) provide a comprehensive framework for planning, assessing and developing transport systems and related initiatives.
The Guidelines are a key component of the processes that seek to ensure proposals to improve transport systems in Australia achieve jurisdictional objectives, provide maximum net benefit to the community and represent value for money. Users of the Guidelines include government departments and agencies, private firms, individuals, industry bodies and consultants.
The Guidelines are published by the Transport and Infrastructure Council.
The work to maintain and develop the Guidelines is coordinated by the ATAP Steering Committee (ATAP SC), a committee of expert representatives from each Australian jurisdiction, Austroads, Infrastructure Australia, and the New Zealand Government.
Austroads Ltd contracts work on behalf of the ATAP Steering Committee.

Purpose
The work aims to improve the quality of the assessment of active travel initiatives by updating and enhancing the current (2016) guidance ATAP Part M4 Active Travel.
The current M4 guidance was developed though a previous consultancy that scanned and reviewed the relevant literature and practice found at the time. It was subject to public consultation and reviews by jurisdictions through the ATAP steering committee.
The ATAP Steering Committee are currently reviewing the current version of M4, with the aim of considering some amendments to the structure and integrating Appendix A of the second active travel worked example3 into the main text. The consultant will then be asked to add to that revised draft.
Deliverables
Guidance; Scoping reports; Technical reports; Research reports. The deliverables here will consist of:
• An Internal Scoping Report for Stage 1
• A revised version of the ATAP Part M4 Guideline, with edits in Track Changes, in Stage 2. As indicated above, the ATAP SC is in the process of revising the structure and some of the terminology of the current M4 draft. The revised version will form the starting point for the consultant
• A revised Excel database of the tables and figures in M4, and any drawn figures in PowerPoint (using ATAP templates)
• Any other outputs that the consultant consider necessary, e.g. internal working or technical documents.

Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
