Purpose:
The purpose of this project is to reduce road fatalities and serious injuries through the appropriate management of speed
Deliverables:
Stream 1 will produce the following deliverables:
Research Report – Speed Management
o Collated Evidence of FSI reductions due to speed management
o Elevator Conversation key points to promote improved speed management
o Jurisdictional guidance when considering speed management options at locations and corridors
o Communication pack for successful stakeholder engagement practices
Internal Report (as needed or included in research report) – Speed Enforcement Strategies
o Evidence of successful speed enforcement approaches
o Context, deterrence, cost and effectiveness of each of the options
o Best practice enforcement strategies
o Resolution of disputed speed enforcement metrics through the public release of evidence-based information and the subsequent reduction of fatalities and serious injuries
Update to the Guide to Road Safety
o Guideline statements or referencing from or to the research report, internal report and guidelines above.
Implementation Plan
The following are out of scope:
• Recommendations to change systems of road authority responsibilities and delegations.
• Stream 2 Speed Information Management
• Development of a solution product or service.
Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
The naming convention for submissions is: [your Company name] – [Project No.] – [any internal reference numbers].
All submissions are to include a statement as to how the respondent proposes to undertake the work, and keep to the agreed deadlines, given the current and proposed requirements and restrictions due to COVID-19.
