PURPOSE:
The three-fold purpose of this project is to:
• develop guidelines for ITS acceptance testing in line with systems engineering principles (module
#1)
• define the path towards implementation of an ITS type-approval process and harmonised ITS
specifications (module #2), and
• define best practice in ITS asset management with consideration of reliability-centred maintenance
principles (module #3).
SCOPE:
The scope of this project is to:
• consider past Austroads research and guidance and review current jurisdictional and international
practice in ITS acceptance testing and asset management
• define best practice in ITS acceptance testing and asset management in collaboration with
Austroads member agencies
• develop best-practice generic ITS test specifications that member agencies can use in their practice
• define the path towards progressive harmonisation of ITS acceptance testing practice and ITS asset
management improvements across the Austroads member agencies (i.e. practical adoption of
Austroads guidance and recommendations for value and benefit realisation)
• define the path towards implementation of an ITS type-approval process as a potential future
Austroads service and path towards development of harmonised ITS specifications that would be
maintained by Austroads.
The project will require targeted industry consultation with ITS suppliers, system integrators and maintainers for inputs and future use of the project deliverables.
The scope of this project is to consider all ITS device types used by Austroads member agencies.
DELIVERABLES:
This project will produce the following deliverables:
• Module #1: ITS acceptance testing guidelines, best-practice generic ITS test specifications for
vehicle detectors and variable message signs, and associated research report
• Module #2: Research report on path towards implementation of an ITS type-approval process and
harmonised ITS specifications
• Module #3: Research report on best practice in ITS asset management
Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
The naming convention for submissions is: [your Company name] – [Project No.] – [any internal reference numbers].
All submissions are to include a statement as to how the respondent proposes to undertake the work, and keep to the agreed deadlines, given the current and proposed requirements and restrictions due to COVID-19.
