Tender Details
PURPOSE:
The purpose of this project is to document a development path and guidance for road authorities to grow an agency's Data Provision Capability from ‘Day 0.5’ to ‘Day 1’. Concentrating on cloud provided services harmonised with the European National Access Point platform.

SCOPE:
In scope
The scope of this project is to create guidance material to establish and support a consistent approach to the provision of transport related connected vehicle and automated vehicle data including:
1) A description in detail how Europe is organised to deliver intelligent transport systems (ITS) data services with their ITS Directive 2010 framework, delegated regulations, real time traffic information (RTTI) and safety related traffic information (SRTI) and the actions to develop the connected, cooperative and automated mobility (CCAM) services, covering:
a) European National Access Points development and services
b) (EU) 2010/40 - ITS Directive 2010, review and amendments,
c) (EU) No 886/2013 - safety related traffic information (SRTI)
d) (EU) 2015/962 - real-time traffic information (RTTI) and review
e) Leading NAP best practice implementations and cost
f) Data governance frameworks in use.
g) Reporting mechanisms
h) Data sets
i) European programs and projects including but not restricted to:
i) NAPCORE
ii) TN-ITS
iii) DATEX II
iv) CCAM partnership
v) CEDR program
vi) Data for Road Safety
vii) FRAME NEXT

2) Assess the readiness of the other stakeholders in the data provisioning chain (OEMs, information service provider (ISP) and others) to provide services based on road authority data and access from a European styled access point and data. Document the current services that they provide in Europe and their roadmaps for any future services. Survey their views on the European framework for deployment of Intelligent Transport Systems data services and the development of CCAM and the value they place on each data set.

3) Develop an implementation design:
a) A detailed description of a best practice European National Access Point (concept of operations style) and the RA's roles in providing the data services for the different use cases using material from the Road Authority Data for Connected and Automated Vehicles (RADCAV) and other Future Vehicle and Technology (FVaT) data projects, European ITS Directive and research into leading European implementations and potential impact of the NAPCORE project.
b) A governance framework that would be required to move to developing an operating national service or federated state services

4) Develop high level system requirements covering service levels for data capture and provisioning and the data exchange formats, content and profiles, access and data availability.


Out of scope
In detailed discussion of services covered in Delegated Regulations 885/2013 (safe and secure truck parking) and 2017/1926 (multimodal travel information services.


DELIVERABLES:
This project will produce the following deliverables:
1. Project plan and Data Management Plan (Phase 1)
2. Draft documents 1, 2 and 3 and recommendations (Phase 2)
3. Final implementation design (concept of operations) (Phase 3)
4. Webinar 1 (Phase 3)
5. Draft system requirements (Phase 4)
6. Final system requirements (Phase 5)
7. Webinar 2 (Phase 5)
8. Project data and associated metadata.


Also included as part of this tender are the following documents:

• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
