PURPOSE:
Austroads is seeking the training services of Registered Training Organisations to implement a Train the Trainer model. This program will be designed to effectively transition eligible trainers into the National Training Framework for Temporary Traffic Management. The framework comprises the following Temporary Traffic Management National Training Programs:
1. Traffic controller temporary traffic management category 1 (RIISS00058)
2. Traffic controller temporary traffic management category 2 (RIISS00059)
3. Traffic management implementer temporary traffic management category 1 (RIISS00060)
4. Traffic management implementer temporary traffic management category 2 (RIISS00061)
5. Traffic management implementer temporary traffic management category 3 (RIISS00062)
6. Traffic management designer temporary traffic management category 1 (RIISS00063)
7. Traffic management designer temporary traffic management category 2 (RIISS00064); and
8. Traffic management designer temporary traffic management category 3 (RIISS00065).
Austroads is seeking to deal with one Consultant, however it recognises that one RTO may not have the capability and/or capacity to deliver all the Temporary Traffic Management National Training Programs. Austroads therefore welcomes multiple RTOs coming together under one lead Consultant or RTOs tendering for the Temporary Traffic Management National Training Program(s) it has capacity to deliver, for example tendering only for Traffic Controller suite of training.
SCOPE:
Austroads National Harmonisation of Temporary Traffic Management (TTM) Practice
The scope of the Austroads National Harmonisation of Temporary Traffic Management (TTM) Practice project aims to deliver a harmonised operational environment for participating agencies consisting of:
• training package material for traffic controllers, traffic management implementers, and traffic management designers complying with work, health, and safety requirements, and relevant training and educational requirements
• approval of registered training organisations (RTOs) to use the training package material in providing high-quality training services
• prequalified TTM organisations using trained personnel available to service the market
• an Austroads IT Registry System allowing online electronic management of entities, individuals, and qualifications
Through the initiative, we will achieve national harmony in TTM practice across participating agencies.
National Training Framework for Temporary Traffic Management
A key criterion for RTOs to be approved as an Approved Training Provider (ATP) is to provide details on nominated trainers and assessors to demonstrate their suitability, including evidence they have completed the requirements to train or assess individuals in one or more of the Temporary Traffic Management National Training Programs. As part of the requirements, an RTO’s training and assessment may only be delivered by trainers and assessors who have:
1. the vocational competencies at least to the level being delivered and assessed
2. current industry skills directly relevant to the training and assessment being provided inclusive of the Austroads Guide to Temporary Traffic Management (AGTTM)
3. current knowledge and skills in vocational training and learning that informs their training
As the eight Temporary Traffic Management National Training Programs are new there are no trainer/assessors that hold the vocational competencies required, that is hold the skill set required for delivering the Temporary Traffic Management National Training Program.
The Train the Trainer model was considered to be the most favourable option in terms of Austroads oversight, harmonisation and consistency in training methodology.
DELIVERABLES:
The deliverables from the Consultant comprise:
1. The delivery of training sessions (for Training the Trainer) across all the eight Temporary Traffic Management National Training Programs
2. A report spreadsheet within 3 days of each training session being completed detailing;
i. dates training occurred
ii. skill set delivered
iii. trainer delivering the skill set
iv. names of individuals who complete the training
v. names of individuals who did not complete the training
3. A follow–up meeting with Austroads (either via teams or face-to-face) to discuss any training issues and make recommendations for amendments to training material including reasoning for these changes.
4. Provision to all successful individual their Statement of Attainment and a copy of the same to Austroads.
