PURPOSE:
This project builds upon the development of the Austroads Environment and Sustainability Initiatives Stocktake (currently being updated), which was commissioned to understand how Austroads members are managing carbon emissions and environmental impacts across five key themes of greenhouse gas emissions, climate change resilience, circular economy, biodiversity and human health. The stocktake showed a range of activities are happening across jurisdictions (Australia and New Zealand) to abate transport emissions.
The first stage of this project is intended to take a deeper dive into the existing activities undertaken by transport agencies to reduce enabled emissions from the road transport sector, and identify additional opportunities for further emissions reductions to achieve net zero within the transport sector.
The opportunities identified could be adapted and applied by individual jurisdictions to suit their specific circumstances, and used to inform work underway by member agencies by contributing to the available evidence base. The second stage of this project will develop an approach to enable Austroads members in their emissions reduction efforts. This might include guidance, a tool or mechanism and this will be determined at the end of stage 1.
SCOPE:
This project is addressing the challenge of reducing system-level road transport sector greenhouse gas emissions in relation to the activities of transport agencies that make up Austroads’ membership (including consideration of direct control activities and areas of influence). The project will be delivered in a multi-stage approach.
This project (stage 1) comprises research, analysis and identification of effective interventions. Followed by a strategic prioritisation of the interventions identified in stage 1, leading to development of recommendations to inform what might best be developed to support Austroads members to reduce emissions (stage 2). Project outputs are outlined in the Methodology Section (Table 1). Development of specific guidance or decision making tools for Austroads members is stage 2 of this project and will be informed by outcomes of stage 1, in discussion with the Project Control Group.
DELIVERABLES:
Note: deliverables will be negotiated with the successful tenderer, based on proposed methodology. However, at minimum this project is expected to produce the following deliverables:
• Inception meeting and agreed outline of outputs, research activities and timeline
• Project and data management plan
• Meta data sheet
• Summary of findings - interviews
• Draft report of ‘fact finding’ stage for feedback
• Facilitated workshop/presentation with Austroads Environment and Sustainability Taskforce
• Draft report of incorporating analysis, conclusions/recommendations for feedback (allow two rounds)
• Final research report at end of stage 1
• Workshop with Project Control Group to agree deliverables for stage 2
• Completion of stage 2 deliverables
• Webinar with Q&A hosted by Austroads on their platform
