Purpose:

Austroads is seeking to engage an organisation to provide procurement and contract management services. The engagement is to support a project to establish an Austroads Digital Trust Service (DTS), which aims to provide a way to harmonise digital driver licences across Australia and New Zealand.

Objective:

Austroads is developing a national approach to establishing a secure and interoperable mobile driver licence (MDL) (also called digital driver licences) and other like credentials by:

• Validating the viability and practicality of a national approach to MDLs with Austroads as the National Digital Identity Verification provider for MDLs
• Quantifying the costs and specifying the future operating model requirements for Austroads to successfully operate national interoperable credentials
• Providing members without an existing MDL an ability to undertake a proof of concept (PoC) for their jurisdiction
• Strengthening the relationships and brand presence of Austroads and (transport) members with service based organisations
• Strengthening the relationships and brand presence of Austroads with industry and the federal agencies that have responsibility for developing legislation, policies and identity products
• Clarifying whether the technology and approach are viable as part of investment for the next evolution of the National Exchange of Vehicle and Driver Information System (NEVDIS).

The objective of this RFQ is to find a procurement and contract management partner that will ensure Austroads has:

• An efficient and effective procurement and contractual process
• Properly documented and effectively managed procurement, contractual and probity controls
• Transparency in the procurement and contractual processes
• An approach to market and subsequent evaluation and contractual outcomes that provides the best outcome and value for money
• Conforms and complies to best practice as well as statutory, regulatory and policy requirement as it pertains to the procurement and contracting of future services
• The ability to uplift its existing procurement and contractual procedures and policies as part of the learnings garnered from this process.
• A legally compliant and commercially negotiated contract.
• Where appropriate, a standing offer arrangement on reusable services available to other State and Territories.
