Purpose:
Through this Request for Tender (RfT), Austroads seeks responses from appropriately experienced service providers to develop a framework for mobile point-to-point (MP2P) speed camera enforcement trial and evaluation. The Trial and Evaluation Framework will draw from the work carried out during the previous stage: Evidence Gathering (Figure 1). The evidence gathering stage has produced reports on best practice policy, technical and operational specifications, as well as legislative and regulatory requirements. The Trial Framework will then shape and inform the Implementation Stage to be carried out in December 2024. The Trial and Evaluation Framework (see Task 5 in Figure 1) will be developed in parallel with a Trial Communications Guide (Task 6).
Deliverables:
Task 5 Trial and Evaluation Framework will produce the following deliverables:
• preliminary Trial and Evaluation Framework Report outline (15% complete),
• interim Trial and Evaluation Framework Report for MP2P implementation (85% complete),
• final Trial and Evaluation Framework Report for MP2P implementation (100% complete).
It is expected that the final Trial and Evaluation Framework will be published as an Austroads Research Report to allow for details of the experiences to be discussed freely. The interim report will not be published. The Summary reports will be in collaboration with Task 6.
Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
