Purpose:
Through this Request for Tender (RfT), Austroads seeks responses from appropriately experienced service providers to develop a methodology to carry out the purpose of this project in support of the National Roadmap on Driver Distraction (the Roadmap) implementation.
The purpose of this project is to define, collect, harmonise, and evaluate data related to distracted driving. The methodology would include developing a standardised definition of driver distraction, making recommendations on the application of a standardised definition, and preparing materials to inform and train for collection of driver distraction data, particularly to assist in crash data recording. The main output of this project is a best practice guideline for harmonising driver distraction data collection related to crash investigation and reporting.
Deliverables:
The Contractor will deliver two products: a guideline and a summary report.
A best practice guideline for harmonising driver distraction methods of crash investigation and data collection. The guideline will include the following in an Austroads Guideline template:
1. A common definition of distraction suitable for adoption across Australia and New Zealand that can be operationalised and used to code crash and incident data, with a short research statement that supports the common definition (rationale).
2. A recommended standardised way in which distraction data can be collected and coded in crash and incident databases across Australia and New Zealand, with a short research statement that supports the recommendation (rationale).
3. Recommendations for education and training for Police and crash investigators to enable them to more accurately detect distraction as a contributing factor in crashes and distinguish it from other mechanisms of inattention.
The summary report will include the following in an Austroads Research Report template:
1. The methods utilised in the project; the outputs from consultations with road agencies, Police and other consulted parties, and a plan for the promulgation of the report and the rollout of its recommendations.
The successful Contractor will produce the following deliverables:
• the guideline and summary report outlines – the outline only includes headings, general description under each heading, and structure of guide/report, in the correct format of the Austroads template for each deliverable
• the Final guideline – to be reviewed by Project Manager, PCG, project consultant
• the Final summary report– to be reviewed by Project Manager, PCG, project consultant
• the Public guideline – after addressing the comments from the previous stage.
It is expected that the guideline deliverable will be published as an Austroads Guide. The summary report and guideline interim report will not be published. The final deliverable, published guideline, must be submitted 6 weeks before the end of the financial year for its final round of review and approval needed for review before then.
Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
