Purpose:
The purpose of this Request for Tender is to invite proposals from suitably qualified consultancies to deliver the multi-staged SRD6501 project—Road Design Guidance for Large Freight Vehicles—including evidence review, stakeholder engagement, and AGRD updates—so that Austroads can update its Guide to Road Design to accommodate current and next-generation heavy vehicle requirements.
Please note that:
• While consultants are encouraged to apply for both stages if eligible, they may choose to tender for only one stage. However, if they choose to tender for both stages, they must provide three distinct prices:

1. For Stage 1 only
2. For Stage 2 only
3. For both Stage 1 & 2 combined

• Progression to Stage 2 is subject to a Hold-Point decision at the completion of Stage 1—if Stage 1 outcomes do not justify
Stage 2, Austroads may elect to terminate the engagement.
• Austroads reserves the right to appoint either a single consultancy to deliver both stages (for consistency and efficiency) or two separate consultancies (one for each stage), based on the evaluation of submissions.



Deliverables:
This project will produce the following deliverables:
Stage 1 Deliverables
• An Internal Report on Scoping & Evidence Review findings, to be delivered at Hold-Point 1
• Data Management Plan, and project data with populated metadata spreadsheet.

Stage 2 Deliverables
• Stakeholder engagement workshop summaries and consensus statements, covering Austroads members, NHVR, freight operators, and other participants
• An urgent AGRD update package for immediate incorporation (minor editorial revisions, updated figures, new design-vehicle references)
• An Internal Report
• An Austroads webinar summarising key findings for Austroads members and other practitioners
• Data Management Plan, and project data with populated metadata spreadsheet.


Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.

All submissions are to be submitted as a PDF at a maximum size of 10MB.

All submissions are to include a completed Tender Proposal Coversheet.
