Purpose:
Austroads is seeking to evaluate the C-ITS platform under deployment in Europe including a Threat, Vulnerability and Risk Assessment (TVRA) and where Australia and New Zealand (AnZ) may need to deivate from the European implementation . This is deemed necessary to gain an understanding of the system limits and threats posed to the C-ITS environment, so that appropriate measures can be identified to counter and mitigate those threats. The evaluation should identify risks to the C-ITS environment by isolating the vulnerabilities of the environment, assessing the likelihood of a malicious attack on those vulnerabilities, determining the impact that such an attack will have on the C-ITS environment and expanded to cover centre to vehicle services using cellular network for example, 3G/4G/upcoming 5G.
The ETSI TR 102 893 V1.2.1 (2017-03) - Intelligent Transport Systems (ITS); Security; Threat, Vulnerability and Risk Analysis (TVRA) was conducted in 2017 and it could be used as a framework for the development of this document which is covers the planned C-ITS deployment in AnZ.
AnZ deployment of C-ITS are anticipated in about 2019 and to align with C-ITS deployments in Europe.
Considering the fast pace of technology and cyber security threats, it seeks to reassess the threats, vulnerabilities and risks to Cooperative ITS latest concept described in ISO 21217 communications architecture standard. It also seeks to highlight any relevant system and information threats that are not covered by the 2017 assessment and assess the solutions that Europe Commission are developing under their C-ITS Platform and C-Roads programs.
