Purpose:
Recent research conducted by some jurisdictions into the use of crumb rubber binders in asphalt has led to the adoption of US technology which specifies binders in terms of different tests/test protocols to those included in the national PMB specification.
The purpose of this project is to:
(a) determine whether the specified properties of crumb rubber binders which have been used/trialled by some Australian jurisdictions in asphalt can be made to be consistent with the current specified properties of crumb rubber binders that are used in sprayed seals; and
(b) investigate whether other types of crumb rubber/bitumen blends can be specified in terms of the test properties currently published in the national specification for polymer modified binders (PMBs) (Austroads AGPT/T190).
• Create a national crumb rubber binder specification to standardise its use and make it more readily available to road authorities nationally
• Engage with jurisdictions on the national binder specification to promote the work and support uptake
The performance of asphalt with crumb rubber binders which contain different levels of rubber will also be compared to determine how the amount of rubber in the binder affects mix performance. This will provide background information which will assist jurisdictions in the selection of appropriate crumb rubber binders to be used in asphalt in the future.
This project is timely because Queensland Department of Transport and Main Roads (TMR) and the Australian Asphalt Pavement Association (AAPA) have recently published specifications which stipulate the properties of crumb rubber binders to be used in asphalt in terms of the US-specified tests/testing protocols, rather than the tests specified in AGPT/T190.
Tyre Stewardship Australia (TSA) is co-funding the Project. TSA is a not for profit environment-oriented industry organisation set up to implement the National Tyre Product Stewardship Scheme (the Scheme) to enhance outcomes associated with the management of end of life tyres (ELT) in Australia.
TSA is co-funding this work in order to support the roads industry utilise ELTs for productive outcomes in Australia.

This project is expected to produce the following deliverables:
- Austroads technical report
- Plain language executive summary document for promotion of research beyond the road sector
- Proposed updates to AGPT/T190 for endorsement by BSWG Binders Group
- Project Webinar
- Conference Paper
