The Australian Transport Assessment and Planning (ATAP) Guidelines (the Guidelines) provide a comprehensive framework for planning, assessing and developing transport systems and related initiatives.
The Guidelines are a key component of the processes that seek to ensure proposals to improve transport systems in Australia achieve jurisdictional objectives, provide maximum net benefit to the community and represent value for money. Users of the Guidelines include government departments and agencies, private firms, individuals, industry bodies and consultants.
The Guidelines are published by the Transport and Infrastructure Council.
The work to maintain and develop the Guidelines is coordinated by the ATAP Steering Committee (ATAP SC), a committee of expert representatives from each Australian jurisdiction, Austroads, Infrastructure Australia, and the New Zealand Government.
Austroads Ltd contracts work on behalf of the ATAP Steering Committee.

This project considers two modes of transport: bus rapid transit (BRT) and light rail transit (LRT). Building on the existing ATAP Guidelines, the ultimate aim is to develop guidance for use in cases where BRT and LRT are options for providing public transport services in a dedicated right-of-way. The primary focus is on options development and cost-benefit analysis (CBA). This guidance will be incorporated into the ATAP Guidelines.
Over the last decade or two in Australia and overseas, there has been a significant increase in consideration and implementation of public transport projects within dedicated urban rights-of-way involving BRT and LRT options. The framework for assessment of these cases is provided by Infrastructure Australia (IA) Assessment Framework (2018) and and the following parts of the ATAP Guidelines:
• F3 Options Generation and Assessment: Provides the general approach and principles for generating options and their assessment. It requires identification of options, and their assessment in a three-stage appraisal process that has a strong focus on CBA and the inclusion of all relevant monetised and non-monetised benefits and costs.
• T2 Cost–Benefit Analysis (general CBA manual)
• M1 Public Transport: Mode-specific guidance that applies F3 and T2 to the assessment of public transport.
• T1 Travel demand modelling.
• M4 Active travel.
Purpose
This work aims to provide guidance in two areas:
1. The identification and scoping of comparable LRT and BRT options for provision of public transport services within dedicated rights-of-way, and
2. Providing a robust approach for CBA of these options on a fully consistent basis. This will include:
a. Identification of a full list of relevant benefits for LRT and BRT options, and how they differ for the two options
b. Methodology and parameter values to assist CBA practitioners and reviewers of CBAs.
Suitable linking to, and cross-referencing of, the existing ATAP guidelines with be required throughout.
Also included as part of this tender are the following documents:
o Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
o Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
