Tender Details
PURPOSE:
The purpose of this consultancy is to develop a product that delivers the temporary traffic management practices as presented in the Austroads Guide to Temporary Traffic Management (AGTTM) specific for low volume and low-speed road network environments. That is, take the key elements from AGTTM that relate to low volume and low speed roads and produce a summary guide that is suitable for smaller local governments and their staff and contractors to use for temporary traffic management.

ISSUE AND RATIONALE:
Austroads Guide to Temporary Traffic Management
The Austroads Guide to Temporary Traffic Management (AGTTM) comprises ten parts. The AGTTM details contemporary temporary traffic management practices for application in Australia and New Zealand. It provides guidance for the planning, design, and implementation of safe, economical, and efficient temporary traffic management designs.
This AGTTM recognises the level of variability of the road environments for which guidance is provided. The guidance provided in the AGTTM is intended to encourage a consistent level of planning that supports the streamlined safe progress of work. It applies to all works on roads and near roads, in addition to off-road development and other activities that interact with and impact the road environment.
AGTTM has been developed based on best practice temporary traffic management practice in Australia and New Zealand, to assist road authorities to meet their existing legislative responsibilities for the workplace and public safety.
The AGTTM caters for the full spectrum of road network environments – from single carriageway low speed/low volume to expressway high speed/high volume settings and roles comprising traffic controllers, traffic management implementers, and traffic management designers.

OBJECTIVES:
General
The consultancy aims to produce a product that delivers the temporary traffic management practices as presented in the Austroads Guide to Temporary Traffic Management specific for low volume and low-speed road network environments.

Scope
Whilst technical understating is warranted to identify and capture the appropriate AGTTM content, the foundational basis of the consultancy is to create a product that is fit for purpose (accepted and used) by the low volume / low-speed stakeholders. As such, expertise in product development to technically based stakeholders is one focus. The consultant is encouraged to provide innovative solutions to the end-user product, including but not limited to paper-based, digital, and/or online interactive.
The consultant will provide their detailed methodology as part of their submission, the following is provided as a broad setting:
• Ability to present technical information to time-poor users
• Ability to present technical information to end-users who are not necessarily technically minded or do not have the time to acquire this technical knowledge
• Experience to present technical information using innovative guidance and communication for information transfer.

• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
