PURPOSE:
Austroads is seeking the services of a suitably qualified supplier to develop Climate Change Risk Assessment and Adaption Planning Guidelines for future application to Austroads’ members’ assets and services.
The purpose of this project is to develop common guidance for:
• Undertaking Climate Change and Natural Hazards Risk Assessment (CCNHRA); and
• developing effective risk management, adaptation and/or resilience plans for Austroads members, to be informed by a stocktake and systematic evaluation of existing climate change and natural hazards risk assessment and adaptation planning guidelines, including those currently used or developed by Austroads member organisations.
SCOPE:
Develop detailed guidance for transport agencies on how to conduct an CCNHRA and develop effective adaptation/resilience plans for both new and existing infrastructure, including identification of common planning assumptions and principles to be applied.
Before developing detailed guidance for climate change risk assessment, it will be necessary to complete an in-depth and systematic analysis and review of current climate change risk assessment and adaptation/resilience planning guidance, tools and strategies, for both new and existing infrastructure. This will include a gap analysis highlighting areas of Austroads members’ responsibilities that are not currently addressed by existing guidance, and identification of emerging issues for future focus.
The Austroads CCNHRA guidelines should be prepared with consideration of alignment to industry-wide sustainability rating tools, for example, the Infrastructure Sustainability Council of Australia (ISCA) Rating Tools. Consideration of international approaches and best practice may also be appropriate.
The scope will include consideration of all transport-related assets and services within the operational control of Austroads’ members, and is not to be limited to roads assets only.
