PURPOSE:

Austroads is seeking relevant services to assist in the development and delivery of online education to support the goals and objectives of their Implementation Strategy for Assessing Fitness to Drive.

The Implementation Strategy identifies health professional education, and in particular general practitioner education as a major initiative to address barriers associated with assessing fitness to drive and to improve quality and consistency nationally. To this end, the Strategy identifies establishing nationally accessible online education for general practitioners as a priority (see Appendix 1).

Austroads is seeking to contract a reputable provider to collaborate in developing and delivering this education.

SCOPE:

This RFQ is for the provision of the following services in relation to the initial 1-hour module:

• Development of a training module that addresses the fundamental principles and practice of assessing fitness to drive.
• Module hosting in a suitable Learning Management System that is accessible to the target audience of GPs.
• Promotion and marketing of the module to optimise reach nationally amongst the target audience.
• Appropriate mechanisms to enable monitoring and feedback about the module and its uptake.

Module development will be undertaken in collaboration with Austroads who will:

• provide topic expertise to complement the instructional design services of the provider
• support engagement with other stakeholders as required to ensure the product meets the needs of the target audience
• collaborate with to optimise the awareness and uptake of the module through its stakeholder network.

DELIVERABLES AND TIMEFRAMES

The deliverables for this project comprise:

1. A 1-hour online learning module
2. Hosting of the module within an LMS environment (at least until the release of the next edition of Assessing Fitness to Drive, which is expected in 2025-26)
3. A promotion and marketing plan addressing internal promotion to the organisation’s members as well as externally to capture general practitioners nationally. Implementation of the plan for the life of the module.
4. Monitoring and feedback systems and reports to inform ongoing promotion and development for the life of the module.

The proposed timeframe for the module to ‘go-live’ is October 2023.
