Purpose:

The consultancy services for the provision of technical and operational advice in maintaining Austroads temporary traffic management collateral. Austroads has road worksites technical and operational collateral including the Austroads Guide to Temporary Traffic Management (AGTTM), and due its operational accountabilities a suite of temporary traffic management training material and an operational and technically based assessment processes.

Objectives:

The Consultant shall provide temporary traffic management technical and operational advice in maintaining Austroads collateral including the Austroads Guide to Temporary Traffic Management (AGTTM).

In particular, the Consultant shall undertake the following:

1. Austroads Guide To Temporary Traffic Management (AGTTM):

a. The Consultant will develop and maintain an AGTTM review plan, guided by Austroads and in consultation with the TTMTRG
b. Based on the outcomes of review and Austroads direction produce a technical and operational consultation statement/report on each identified matter from the plan
c. Engage with Austroads and the TTMTRG in representing and explaining each of the identified matters for their consideration
d. Based on the outcome of the above, present to Austroads and TTMTRG the drafted AGTTM update for consideration and subsequent approval
e. Produce a technical report for publication addressing each identified matter
f. Update the AGTTM to publication standards ready

2. Technical / operational advice:

a. The Consultant will respond to technical and operational matters brought to it for consideration, by providing written advice based on the AGTTM and associated material. This would usually be coordinated by Austroads
b. This engagement may identify matters for inclusion as part of the maintenance of the AGTTM

3. Austroads Innovative Temporary Traffic Management Device and Solution Assessment (AITDSA) Scheme:

a. Consider AITDSA recommended for use systems and devices and as necessary the impact (conforming with or otherwise) with the AGTTM or other Austroads material
b. Based on this consideration and the collateral being impacted provide Austroads advise on a course of action including updating existing Austroads collateral as necessary

4. Austroads Temporary Traffic Management National Training Material:

a. Based on changes to the AGTTM, impact by AITDSA or other matters from time to time identify the impact (if any) with the Austroads Temporary Traffic Management National Training Material
b. Based on this consideration provide advice to Austroads on any impact and on a course of action including once approved implement the same

5. Localised Content:

a. Based on changes to the AGTTM, impact by AITDSA or other matters from time to time identify the impact (if any) with the as applicable Jurisdictional Localised Content. This would entail working through TTMTRG and individual jurisdictions
b. Based on this consideration provide advice to Austroads and the impacted Jurisdiction on any impact and on a course of action
c. Actioning of the advice from b. above would be undertaken directly by the impacted jurisdiction, which may or may not involve the consultant under a separate arrangement.

6. Provide monthly status report to Austroads capturing all tasks undertaken to date and all tasks plan for foreseeable period.
