Purpose:

Austroads seeks responses from appropriately experienced service providers to update Austroads guidelines, namely, the Provision of Heavy Vehicle Rest Area Facilities (Edition 1.1) AP-R591-19 and improve the availability of data on rest area utilisation.

Deliverables:

1. Prepare a Project Plan extending the life of the project and an Issues Statement for presentation at the Inception Meeting for endorsement by the Project Manager (PM) and approval by the Transport Network Operations Program Manager (TNOPM).

2. Examine and report to the PM with a list of issues and opportunities identified in the Austroads Internal Report.

3. Develop a Data Management Plan for review by the PM.

4. Develop Stakeholder Engagement Plans and propose appropriate engagement mechanisms for review by the PM and TNOPM.

5. Provide a report including case studies of best practice following stakeholder engagement sessions for review by the PM, TNOPM and PCG. Submit a Stakeholder Feedback Register for review by the PM and TNOPM.

6. Prepare an Issues Paper and present a PowerPoint presentation on telematics and other data sources with recommendations of possible future opportunities to maximise the technology. Submit a revised report and Feedback Register on comment and feedback or review by the PM, TNOPM and PCG.

7. Submit a draft updating of the Provision of Heavy Vehicle Rest Area Facilities for review by the PM, TNOPM and PCG.
a. Submit a Stakeholder Feedback Register for review by the PM and TNOPM.
b. Develop and deliver a PowerPoint presentation to the PM, TNOPM and PCG.
c. Develop and deliver a PowerPoint presentation to users of HVRAs (selected individuals and groups).
d. Amend the report considering feedback from the PM, TNOP, PCG and users.
e. Submit a final updated guideline report considering feedback from the PM, TNOP, PCG and users.
f. Amend the final report considering feedback from the FTF.
g. Submit a final updated guideline report considering feedback from the FTF.

8. Submit a draft report and deliver a PowerPoint presentation on enhanced utilisation of the guidelines for various audiences or review by the PM, TNOPM and PCG.

9. Deliver a live webinar including a Q+A session and submit to Austroads written responses to questions via feedback register, if required.
