Purpose:
Austroads seeks responses from appropriately experienced service providers to deliver the NEG6440 Package B works as outlined in this Tender Brief.
The primary purpose of the NEG6440 project is to support road managers to obtain accurate insights into current usage of their networks for a range of different vehicle types, including the utilisation of evolving data collection technologies.
A secondary purpose of the NEG6440 project is to identify suitable solution(s) for bicycle (and micromobility) detection systems at traffic signalised intersections.
(Note: a secondary project purpose statement applying only to Package A is not included here. A Tenderer is welcome to submit a proposal for one or both of these packages. A separate proposal is required for each package as they will be assessed individually)
Deliverables:
Deliverables for Package B are:
• Contribute as required to an updated classification scheme guideline (to supersede AP-G104-23) led by the Package A consultant
o Within a format nominated by or agreed with Austroads and to Austroads quality requirements
• Implementation guidance to support agency use of classification scheme
o Two separate documents, one focussed on on-road implementations (led by Package A) and one for on-path implementations of classification (led by Package B)
o To be prepared in a format nominated by or agreed with Austroads and to Austroads quality requirements
• One Package B Research Report(s) documenting
o Background, decisions, etc as applicable for the classification scheme and implementation guidance, and
o Address detection of bicycles at traffic signals
o To be prepared in a format nominated by or agreed with Austroads and to Austroads quality requirements
• One webinar (for Package B), including presentation to Austroads format and responses to questions
• Project data and metadata, including relevant results from field testing and validation along with validation video recordings
• Project management artefacts including Project Plan, Stakeholder Engagement Plan and Data Management Plan
Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
