PURPOSE:

The purpose of this request for Expressions of Interest (EOI) is to identify appropriately qualified and motivated practitioners and experts to contribute to the Austroads project Keeping People Safe When Walking (SAG6371) - Stream 2: Better Guidance.
The Keeping People Safe When Walking project’s purpose is to support meaningful action to reduce the risk in the Australia and New Zealand road transport systems of death and serious injury for people walking, in line with national and jurisdictional 2030 and 2050 road safety targets.

Stream 1 Data Evidence and Interventions has been underway since March 2023 and has culminated in the following (forthcoming) research publications:
1. Pedestrian Safety Problem and Project Methodology
2. A Review of Literature on Pedestrian Safety Problem, Data Issues, and Key Interventions
3. Pedestrian Data Improvement Recommendations
4. Recommended Pedestrian Safety Interventions.

Stream 2 Better Guidance builds on the work of Steam 1 to focus on areas of greatest value to Austroads members in delivering pedestrian safety outcomes. It will strengthen guidance and include an assessment of current practice by Austroads members, a gap analysis against best practice, and showcase examples of best practice from Australia and New Zealand.

Stream 2 Better Guidance will be progressed through the following proposed work packages (WP):
• WP1. Define the minimum pedestrian data requirements to progress pedestrian safety.
• WP2. Develop guidance, methodologies and tools to support Austroads members develop a Pedestrian Safety Strategy and Action Plan.
• WP3. Strengthen the case for key pedestrian safety interventions.
• WP4. Undertake a best practice gap analysis of transport legislation, policy and strategy, and planning and investment across all levels of government.
• WP5. Strengthen key national practitioner guidance, methodologies and tools.
• WP6. Establish a knowledge hub of best practice Safe People pedestrian safety initiatives.
• WP7. Understanding Inequity in Pedestrian Safety Outcomes.
• WP8. Develop an Austroads Pedestrian Safety Research Strategy.

Suppliers are invited to submit an EOI for one or more of these work packages.

The areas of expertise we are looking will be specific to each work package.

What is the period of the engagement?

Stream 2 is envisaged to take 6-12 months (June ’24 - June ‘25) after commencement, with some work packages likely to be short and other longer in duration.

Also included as part of this tender are the following documents:
• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
