Tender Details
Purpose/Objective:

Austroads seeks responses from appropriately experienced service providers to revise and update the existing Austroads guidance on parking management to ensure that it reflects current best practice, supports broader government objectives and covers all transport modes.

Scope:

The project will deliver a streamlined and easy to access guidance document which is a complete review of the existing AGTM Part 11. The document will be guided by recent innovations led by other relevant stakeholders such as local government agencies and private parking operators in Australia, New Zealand and internationally. The guidance document will be informed by a research report and will provide specific, clear and evidence led guidance for a range of users planning and operating for appropriate parking management.

This project will produce the following deliverables:

• Phase 1:
o Project Management Plan
o Stakeholder Analysis and Engagement Plan
o Research Plan
o Project Data Management Plan

• Phase 2:
o The consultant will develop a Research Report Module 1 ‘Principles underpinning the Guidance’ to document the results of Phase 2. The research report will eventually form a supporting document to the AGTM Part 11.

• Phase 3
o The consultant will develop a Research Report Module 2 ‘Best practice in parking management’ to document the results of Phase 3. The research report will eventually form a supporting document to the AGTM Part 11.
o Proposed skeleton structure for AGTM Part 11.

• Phase 4
o Final proposed amendments to document structure for AGTM Part 11, noting considerations concerning usability and utility.
o AGTM Part 11 revision
o Accompanying research report with feedback addressed from Phase 2 and Phase 3.
o Recommended changes to other AGTM and AGRD parts, if appliable
o Webinar
o Project data with populated metadata spreadsheet

• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
