Austroads is seeking to work with a university, similar research body, or consortium of partner entities to undertake a longitudinal evaluation of changes to the National Heavy Vehicle Driver Competency Framework.
This framework, which is intended to apply in all states and territories, will introduce new heavy vehicle licensing policies and strengthen the training and assessment requirements to gain and upgrade a heavy vehicle licence. This evaluation work, which is expected to be undertaken over 5 – 10 years, will cover a combination of process, impact and outcome evaluation elements.
The first phase of work, to be undertaken this calendar year, will be development of the evaluation framework as a joint collaboration with shortlisted proponents. The second phase of work to undertake the evaluation work will commence in 2025.
This second phase of work will be let through a closed tender process which will only be open to shortlisted proponents from the first phase.

All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
