Tender Details
Purpose/Objective:
The objective of the urban freight scoping study is to understand desired outcomes, current problems, management approaches, and data available for road managers to support last mile urban freight deliveries to enable thriving urban environments and minimise externalities.

Scope:
The project will summarise challenges experienced in cities by road managers, place managers and industry, with the movement and access of freight to support economic, transport and plaemaking outcomes in urban areas. It will consider how governments in the region and around the world are responding to facilitate efficient, safe and sustainable freight deliveries in urban areas.
Opportunities to collaborate with other stakeholders, such as planners, place managers, business and freight operators, to ensure that urban freight systems are resilient, adaptable and support member decarbonisation targets should be explored. Coordination of all transport modes involved in the urban freight task should be considered.

Methodology:
The Tenderer shall describe their proposed methodology and methods to meet the purpose and scope of this project within their submission.
The methodology set out below is a reference methodology, provided at outline level of detail and with a focus on outputs and deliverables. The tenderer is encouraged to consider and explain departures from this reference methodology as part of developing their proposed methodology.
The agreed project methodology will be formalised within the Statement of Work following the Contract Finalisation Meeting with the Austroads Project Manager and the Austroads Transport Network Operations Program Manager.

Deliverables:
This project will produce the following final deliverables:
• Research report
• Webinar
• Data Management plan and Project data with populated metadata spreadsheet.
Quality expectations:
All deliverables and reports will:
• Be proof-read, technically edited, and logic checked before submission to the Austroads Project Manager.
• Cover the requirements in the Checklist for Austroads reports (where applicable).
• Use Austroads template and follow Austroads Style Guide for all reports (where applicable).
• Comply with Austroads Instructions to Authors – Note, Austroads preference is for short sentences. Use an active tense wherever possible.
• Address each relevant scope item in the Project Brief (including as described in the scope, issues, and rationale) and any additional items in the consultant proposal.
• Satisfy reasonable quality expectations of the reviewing parties.
• Incorporate feedback from reviewers appropriately.
