Scope:
Austroads has identified that improving the consistency of road asset information has the potential to facilitate benefits for all road agencies, local councils, road manager partners and service providers through the resultant improvements in practices that can be expected to ensue.
Harmonised data standards will facilitate communication between road managers and improve the comparability of road asset information across different road networks. This has the potential to facilitate information sharing and associated improved asset management practices, and so lead to improved outcomes. The benefits from harmonising road asset data standards include:
• an improved understanding of road asset performance - particularly for local councils - leading to better prioritisation of maintenance activities and investment decision making;
• direct savings to road agencies and others from reduced information management costs;
• consistent and comparable asset data to inform national reforms, particularly for heavy vehicle road reform; and
• consistent asset data to accommodate new technology in the road sector and transport innovations
The Austroads Asset Data Standard for Road Maintenance and Investment Version 2 has been published. A revised version (Version 3) is in development and will be finalised for publication as in late 2018.
To aid the implementation of the Data Standard, important subsets of the full data standard, known as 'Priority Datasets' have been identified. These Datasets have been developed so as to be able to support benefit areas identified by industry stakeholders. These areas relate to comparative road network performance reporting and data items that are considered a priority for effective asset and maintenance management and national reporting. These Priority Datasets are confined to roads (pavement and surfacing), bridges, major culverts, and tunnels as these asset classes combined represent a significant share of the whole road network portfolio.
Austroads is conducting a series of pilots of these Priority Datasets throughout 2018/19. These will provide a validation of collection, translation processes and use of these data sets. The pilots will involve sourcing, translating and utilising the harmonised data sets from road manager asset management systems and other data repositories. The Pilots are to be supported by Proof of Concept (POC) Knowledge Sharing Platform and framework that can assist road managers in extracting and transforming existing data into data sets that comply with the standard and match priority datasets. These will then be made available to conduct analysis using initial trial metrics. Austroads is seeking a consultant to partner in this process by developing and managing the POC technology throughout the course of the pilots.
A Business Requirements report was developed to articulate the requirements that would support data collaboration in the form a Knowledge Sharing Platform in the context of an emerging framework. This project will build on the findings of that report to undertake a POC of the Knowledge Sharing Platform in such a way that it supports the Pilot activities described above.
Deliverables:
1. A project plan that confirms the scope and approach agreed with Austroads in relation to the development, application and management of the POC.
2. Data Quality Survey Instrument - A survey document that will be able to be used in pre-determinations of current data quality and completeness of participating road managers against the Priority Datasets
3. An initial instance of the knowledge sharing platform. Must include cloud hosted analytics platform and have sufficient storage capacity to manage the asset data from the road manager groups participating. The knowledge sharing platform must conform with the requirements outlined in the Knowledge Sharing Framework Business Requirements v2.0 document and include:
• Data Integration Layer
• Logic Layer
• Visualisation Layer
• Governance Layer
4. Stage Gate Report 1: The report must include:
• Findings against success criteria
• Recommendations for any changes to POC platform or associated processes, and implementation of agreed updates
• Recommendations in relation to automation of business rules
• Full set of harmonised data collected from participating road managers
• A report on data quality and completeness
5. Stage Gate Report 2: The report must include:
• Findings against success criteria
• Recommendations for any changes to POC platform or associated processes, and implementation of agreed updates
• Recommendations in relation to automation of business rules
• Full set of harmonised data collected from participating road managers
• A report on data quality and completeness
6. Final Stage Report 3: The report must include:
• Report against success criteria
• Recommendations relating to development requirements to enable the platform to be used by a broader range of road managers nationwide.
• Full set of harmonised data collected from participating road managers
7. Final Application of Knowledge Platform including:
• Instruction and training documentation for use of the Knowledge Platform
• Process Models process models sufficient for new users to utilise all aspects of the knowledge platform to load, transform and analyse harmonised data sets.
