PLEASE NOTE that there are three connected projects which are being advertised concurrently:
• SAG6317 – Update to the Guide to Road Safety, Part 2: Safe Roads
• SAG6323 – Update to Austroads online road safety applications
• SAG6343 – National Harmonisation of Road Safety Audit Practices

PURPOSE:
The purpose of this project is to reduce road fatalities and serious injuries on the road network through the adoption and implementation of the safe system principles in the planning, design, management and operation of the road network. The project updates the Guide to Road Safety Part 2 (GRS2) with significant changes – introducing contemporary knowledge and practices in alignment with the vision of zero deaths and serious injuries and the Safe Roads pillar of the Safe System. The GRS2 guides road authorities (including safety practitioners) to appropriately implement required safe system principles and interventions when developing strategies, policies, programs and road projects.
The Guide to Road Safety (GRS) has been recently updated and restructured to improve alignment with the Safe System. The Guide to Road Safety provides the strategic direction and the associated practical implementation considerations, under the overarching Safe System approach, whilst Guide to Traffic Management and Guide to Road Design build on these principles through providing the detail to see safety outcomes delivered.
The GRS2 is set to be the document supporting and guiding road safety leaders and practitioners with the Safe System transformation of the road network, assisting the draft National Road Safety Strategy vision of zero fatal and serious injury crashes on Australian roads by 2050.

SCOPE:
The scope of this project is to undertake a broad review of the restructured Guide to Road Safety, Part 2: Safe Roads (GRS2), to:
• Reconfirm a vision of zero deaths and serious injuries, the central role of the Safe System approach in providing the framework for the planning, design, management and operation of the road network, and the responsibilities (and liabilities) or road authorities to provide a safe road system.
• Refresh the Guide to reflect the most contemporary knowledge and practice from around the world, particularly the Austroads report Towards Safe System Infrastructure: A Compendium of Current Knowledge (AP-R560-18).
• Consolidate references within GRS2 to relevant Austroads and other research reports and ensure recent Austroads documents and current knowledge are reflected in GRS2.
• Address and action opportunities to improve GRS2 identified during consultation of Austroads project SAG6145 Review of the Guide to Road Safety and Structure for On-line Access. Note – access will be provided to the internal Austroads report from this project.
• Align GRS2 with the Safe Roads pillar of the safe system, while acknowledging the interconnectivity of all pillars and supporting an integrated and systemic approach to managing road safety.
• Reference the Road safety in the road system management process diagram (Appendix A) and ensure the content is meaningful to road safety leaders and practitioners irrespective of where they are working in the road system management process.
• Ensure GRS2 provides the strategic leadership that supports the needs of road safety leadership, including road design practitioners, and that it supports the use of Austroads online road safety tools. The focus of GRS Part 2 must be on the implementation of guidance in all parts of road planning, design, management and operation. Note that Austroads online road safety tools are being reviewed in project SAG6323 and that there is a requirement for both SAG6317 and SAG6323 to complement each other.
• Provide an easy to understand and navigate GRS2, set out logically with flow charts where possible to assist with ease of practitioner use. It should be designed to support online delivery and bring in contemporary content delivery practices.

DELIVERABLES:
This project will produce the following deliverables:
• Updated and simplified GRS2 to be a strategic document, with attachments and/or links to:
o Austroads Research Reports and other media (e.g., Safe System training, webinars)
o other parts of the GRS
o other Austroads Guides
o other first principles material.
The updated GRS2 needs align with Austroads Instructions for Authors of Austroads Publications and Austroads Style Guide.
• Austroads Research Report detailing the key steps, considerations and decisions being made for the proposed GRS2 updates, including:
o contemporary road safety practices, strategies, and tools
o linkages to relevant Austroads Guides and Research Reports
o innovative interventions such as Raised Safety Platforms at a variety of intersection types, roundabout innovation including signalisation, turbo roundabouts and compact roundabouts, side road activated speed signs and others
o recommendations for future guidance updates (to the Guide to Road Safety and other Austroads guides) and the necessary tools to support implementation of guidance
• Implementation plan and supporting material to embed GRS2 into the work practices of road safety, road design and network operations practitioners. This includes short term communication tools such as a description of changes to the Guide, online presentation/s or webinar/s, and case studies demonstrating use of the Guide. It also includes identification of longer term actions Austroads could undertake to encourage ongoing use of the Guide.

Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
