PLEASE NOTE that there are three connected projects which are being advertised concurrently:
• SAG6317 – Update to the Guide to Road Safety, Part 2: Safe Roads
• SAG6323 – Update to Austroads online road safety applications
• SAG6343 – National Harmonisation of Road Safety Audit Practices
PURPOSE:
The purpose of this project is to develop a consistent approach to the accreditation of road safety auditors and consider establishing an independent system of accreditation, training and management of road safety audits and auditors that will deliver quality road safety audit practice. By identifying national and international best practice this project will support the harmonisation of audit practice across all jurisdictions in Australia and New Zealand.
SCOPE:
Within scope:
Assessment and recommendations to harmonise the training, accreditation, registration, continual professional development and assessment of Road Safety Auditors and audits across all jurisdictions in Australia and New Zealand. This includes recommendations and steps to operationalise recommendations, including a governance and assurance framework and any required processes, oversight committees and reference groups appropriate to successfully establish and maintain an accreditation and training system, along with an understading of requisite resource capacity.
Out of scope:
Implementation of recommendations.
DELIVERABLES:
This project will produce the following deliverables:
• Project plan & detailed scope
• Interim report and presentation of draft options / solutions to the project working group and Road Safety Taskforce, including review of practices, gap analysis and options / solutions
• Stakeholder workshop
• Final Internal Report which includes options for each of the following areas in road safety auditing:
o Training of auditors
o Accreditation of auditors
o Management and registration of auditors and creation and ongoing maintenance of an audit/auditor database
o Continual professional development requirements for existing auditors
o A mechanism for sustained assessment of auditor performance and of audit quality
o A governance/assurance framework including committees or Communities of Practice.
o Cost / Benefit Analysis and revenue model
o Recommendations and considerations relating to implementation.
• Public-facing summary report
Also included as part of this tender are the following documents:
• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
• Master Services Agreement outlining our Terms and Conditions. Please note that our Terms and Conditions are not negotiable.
All submissions are to be submitted as a PDF at a maximum size of 10MB.
All submissions are to include a completed Tender Proposal Coversheet.
The naming convention for submissions is: [your Company name] – [Project No.] – [any internal reference numbers].
All submissions are to include a statement as to how the respondent proposes to undertake the work, and keep to the agreed deadlines, given the current and proposed requirements and restrictions due to COVID-19.
