Tender Details
Purpose:
The purpose of this project is to deliver updated best practice guidance on pedestrian and related treatments at signalised intersections.
Note: The project is intended to focus on the needs of ‘slower’ vulnerable road users including pedestrians and therapeutic mobility device users when they are travelling through signalised intersections.

Scope:
This project will require consultants to:
• identify and analyse challenges with current guidance for pedestrians and therapeutic mobility device users at signalised intersections
• collect and evaluate road and path design and safety data, where practicable, to support evidence-based recommendations
• consult with subject matter experts, both government and non-government, to collectively define best practice
• consider relevant road rules as applied in each jurisdiction and review national and international experience and innovations to help define best practice,
o this includes changed requirements for best practice due to increased use of therapeutic micromobility devices as well as to address other identified problems
• review current guidance and provide specific guide content updates necessary to achieve best practice guidance for pedestrian and related treatments at signalised intersections in relevant parts of the Austroads Guide to Traffic Management (AGTM)
o guidance is expected to be practical and include case studies
o recommendations (but not specific guide content) for supporting or consequential changes are also to be provided for Austroads Guide to Road Design (AGRD) and other Austroads Guides as applicable
• provide recommendations for analysis in Austroads parallel study ‘SAG6371 Pedestrian data and evidence analysis to determine effective interventions to reduce the pedestrian road toll’
Austroads will provide some assistance with consultation with member agencies, such as access to forums such as the Network Task Force and the Road Design Task Force (and their supporting Technical Reference Groups). Austroads will also provide some of the relevant documentary inputs, such as recent Austroads research and internal reports.

Deliverables:
This strategic review is expected to produce the following deliverables:
Phase 1:
• Project plan
Phase 2: Context, current state, challenges and opportunities
• Draft report chapters such as (but not necessarily specifically):
• Literature review chapter
• Consultation summary chapter
• Draft structure for full Research Report
Phase 3: Improving the guidance
• Draft Research Report that fulfills the items set out in Phase 3 of the Methodology
• Finalised Research Report addressing feedback received during the multi-stage review process
Webinar presentation, webinar delivery and addressing any outstanding webinar Q&As
• Project management activities:
• Suitable project management and control documents
